Heritage Foundation Report: In-state tuition for illegals against federal law

The Heritage Foundation’s Hans von Spakovsky and Charles Stimson have recently published a report that maintains that it is against federal law for the states of California, Texas, New York, Utah, Washington, Oklahoma, Illinois, Kansas, New Mexico, Nebraska, Maryland, and Connecticut to give in-state tuition rates to students not in the country legally while denying those rates to a kid (a US citizen) who might be simply from a neighboring state.
